Picasa Error 404

Is there one simple way I could go to just take the photo and share to have it available online from other machine or share? an offline categorised store of photos fully synced and backed up to the web. If you delete/disable your Google+ account, can you go back and customize your name in picasaweb/home to a name rather than just having a string of numbers?
